Higashiyama is the easiest first-visit base in Kyoto. Kiyomizu-dera and the Sannenzaka and Ninenzaka slopes form one walkable cluster, so you see Kyoto's signature scenes on foot without transfers.
The trade-off: the slopes are stone-paved and uphill (awkward with luggage), and they crowd early in peak season. Drop bags first, then walk light — ideally early morning.

Kiyomizu-dera is reached from the Gojo-zaka / Kiyomizu-michi bus stops, then a walk up the slope; on foot from Keihan Kiyomizu-Gojo Station it's a longer uphill route.
The temple sits at the top of the slopes, so every approach finishes with a climb. Kiyomizu-dera is about a 10-minute walk from the Gojo-zaka / Kiyomizu-michi bus stops.1 First-time visitors should plan the temple as the high point of the day and walk down through Sannenzaka and Ninenzaka afterward.
Higashiyama is busiest during cherry blossoms (late March–early April) and autumn foliage (mid-November–early December), and rooms near the slopes sell out early.
Peak timing follows Kyoto Prefecture's official guidance; the area around Kiyomizu-dera is among the most in-demand in the city, so peak-season rooms fill fast. Book as early as you can, and check exact rates by date at the booking site.2
The Sannenzaka and Ninenzaka slopes are stone-paved and uphill, so they're awkward to roll a suitcase over.
This is the detail first-time visitors most often miss. Check in and drop your bags before walking the slopes, and if you arrive with heavy luggage, prefer a hotel near a flat main-street access point rather than partway up the slopes.
Climb to Kiyomizu-dera first, then come down through Sannenzaka and Ninenzaka toward Yasaka Shrine and Maruyama Park.
Walking downhill is easier on the legs and keeps the photogenic slopes ahead of you. The route threads past tea houses and sweets shops, so build in time for an obanzai lunch or a dango break along the way.
